The Big Test
During the cold war, US needed manpower for army, but also wanted to some men to go to college to become professionals. ETS implemented the big test to screen individuals for draft deferments (known as Selective Service Policy).

ETS was set up to prioritized the expansion of testing, unlike testing agencies set up by other governments which are more sensitive public debate and less sensitive to financial pressure.
